Short answer: In Azerbaijan, a signed paper employment contract is not enough. Employment takes legal effect only once the employer's employment contract notification — submitted with an enhanced electronic signature — is registered in the Ministry of Labour and Social Protection's electronic information system. Putting someone to work before registration triggers a tax-law sanction starting at AZN 2,000 per employee, administrative liability and, with 10 or more workers, criminal liability.
What the employment contract notification is
The notification is an electronic document the employer enters into the electronic information system. It records three events:
- conclusion of an employment contract;
- amendments to it (position, salary and so on);
- termination of the contract.
Under the Labour Code, employment relations arise after the notification is registered in the system and the employer is notified electronically. The system confirms registration no later than 1 business day after submission.

Five mistakes employers make
- "We'll register tomorrow." Work done before registration is confirmed counts as unregistered work.
- Not reporting changes. When salary or position changes, the notification must be updated — the system data also drive payroll taxes.
- Not recording terminations. If a departed employee stays active in the system, social insurance and tax obligations continue.
- No e-signature in time. In a new company without the director's enhanced e-signature, the first hires end up unregistered.
- Registering a foreign hire before the work permit. Where a work permit is required, it must be obtained first.
