Who this applies to — and what it does not cover
This guide covers payroll for employees in Azerbaijan's non-oil and gas private sector — which is where a foreign company's local LLC or branch usually falls. The rates apply from 1 January 2026. From 2019 to 2025, salaries up to AZN 8,000 in this sector were exempt from income tax; that incentive has ended.
Not covered: the oil and gas and public sectors have different rates (briefly noted below). Tax residence of foreign employees, business-trip allowances and bonuses need separate analysis.

Oil and gas and public sector: the difference
In the oil and gas and public sectors, income tax is 14% up to AZN 2,500 and AZN 350 + 25% above that. Social insurance is 3% for the employee and 22% for the employer. Which regime your company falls under changes payroll cost significantly, so confirm it up front.
Five payroll mistakes
- Carrying the 2025 exemption into 2026. The income tax exemption for salaries up to AZN 8,000 ended at the end of 2025.
- Not budgeting for 2027 and 2028. The rate on income up to AZN 2,500 rises every year: 3% → 5% → 7%.
- Applying the AZN 200 exemption to everyone. It only applies where monthly income is up to AZN 2,500.
- Using the old medical insurance band. In the private sector, 2% applies up to AZN 2,500 and 0.5% above it.
- Getting the sector wrong. Applying private-sector rates to an oil and gas or public-sector employer creates tax arrears.
