Short answer: VAT registration in Azerbaijan is mandatory once your taxable transactions exceed AZN 200,000 in any 12 consecutive months. You must apply within 10 days of the month following the one in which you crossed the threshold. From 2026, retail and consumer-service businesses have a threshold of AZN 400,000, subject to a POS-terminal condition. Once registered, you charge 18% VAT, issue electronic VAT invoices, and file and pay monthly by the 20th of the following month.
What VAT registration means — and what it does not cover
Registration makes the company a VAT payer: it charges 18% VAT on sales, recovers VAT paid on purchases and files a monthly return.
- Mandatory registration — once the turnover threshold is exceeded.
- Voluntary registration — a company below the threshold can apply to become a VAT payer. This often makes sense for businesses selling to VAT-registered customers that want to recover input VAT.
This guide covers registration for domestic supplies. Import VAT is paid at customs under separate rules, and VAT on electronic services supplied by non-residents follows special rules — both are separate topics.
How the threshold works
| Topic | Rule |
|---|---|
| General threshold | Taxable transactions above AZN 200,000 in any 12 consecutive months |
| Period | Not the calendar year — a rolling 12 months, checked every month |
| Retail and consumer services (from 2026) | Threshold AZN 400,000; cashless POS-terminal transactions count at 50% towards it |
| Application deadline | Within 10 days of the month following the month the threshold was exceeded |
| Certificate | Issued by the tax authority no later than 5 business days after the application |
Example: if a company's turnover over February 2026 – January 2027 first exceeds AZN 200,000 in January, it must apply by 10 February 2027.
Obligations after registration
| Obligation | What it means | Timing |
|---|---|---|
| Charging VAT | 18% on taxable supplies; exports at 0% | Every transaction |
| Electronic VAT invoices | VAT payers issue electronic invoices (e-qaimə-faktura) for sales | Within the statutory period |
| VAT deposit account | VAT amounts are settled through the VAT deposit account | With each payment |
| Return | Monthly VAT return | By the 20th of the following month |
| Payment | VAT due to the budget | By the 20th of the following month |

Six mistakes businesses make
- Tracking the threshold by calendar year. It is any rolling 12-month period — you can cross it mid-year.
- Applying late. The deadline is 10 days into the month after you cross the threshold; delay creates exposure to VAT claims for past periods.
- Applying the 2026 retail rule to everyone. AZN 400,000 applies only to retail and consumer services and only with the POS condition; for other businesses the threshold remains AZN 200,000.
- Overlooking voluntary registration. If your customers are VAT payers, being unable to recover input VAT raises your costs.
- Paying VAT outside the deposit account. If the VAT portion is not settled correctly, recovering input VAT becomes a problem.
- Applying the zero rate without paperwork. Zero-rated exports must be supported by customs export documents.
